One of the reasons I put Windows 10 on the laptop... I have nothing to lose if it blows up.  Also, I like to keep in the loop...to a point. 
I can putz with the picture program and get back to you.  I'm just not sure exactly what you are looking for.

I look forward to hearing your opinion of it. Thanks.  The link Shadow gave for editing size is okay.  Quicker than photobucket and easier to download the pic back to the computer after doing it at least.

But still, with 8.1 I have no way to tag or organize my pictures.  At least no way that I can find. For instance you know my tree/sky calendar I make for myself.  I take so many pictures throughout the year, and I tag the ones I might like to use in the calendar. That way I can look them over and choose, all in one place by going to that tag list.

I have no idea if this would work for you or not, but could you create some folders on your pc and save your calendar pics in one, cat pics (for example) in another, etc.?

Just to be sure I understand...
You want to know if there is a good picture program on windows 10 that will allow the use of tags and is easy...correct?
What browser do you use?  I want to use the same.

I"m on my laptop now.  Hard to get used to scrolling in the opposite direction.  PC and iMac's scroll opposite of each other.

So far, all I have found is Paint on Windows10.  Pffft   THere is Movie Maker.

Try uninstalling it. Then downloading it again. And when you go to install it again:

Right-click on the installation file and click:
Properties

At the top of the properties box:
Click on Compatibility

Then:
Check Run This program in compatibility mode for:
Windows Vista Service Pack 2

Down in the bottom of the box:
Click on: Apply
Then click on OK

Close that box, and now install it again. It will install and run as if it's in Vista. That should make it work better.

I thought you said that it was Vista that you liked the way it worked. But you can go ahead and pick any older version of Windows to make it compatible with in that drop-down in the compatibility tab.

And usually it gives you the option of keeping the files when you uninstall something like a photo editor, but if you want to be really safe, then find where they're at, and cut & paste them to somewhere else.

I really really do not know how to do any of that.  I am just not capable of understanding a word of it. And in the mean time I have lost all pleasure and joy in my pictures, because I don't have a decent way to view, organize and edit them. Same old whine I've been having for months. But I don't know how to make it better.  It's so f!@#$%g depressing.

Not to frustrate you further, but... you mentioned using Photobucket until they made changes.  Since you previously liked it... any possibility you are could be open to the changes?  I am asking because... sometimes I get really frustrated when something changes.  I liked it just the way it was... now, I have to learn ALL over again.  Yadda, yadda, yadda.  However, if I REALLY liked what the program was before, I will walk away (sometimes several times) and try again at another time.

I used photobucket for Jennie's thread.  But Photobucket is extremely slow, and does not have the editing capabilities it used to have before the "upgrades".  I also lost more than half my storage space when they "upgraded"

I was at 28% capacity before the change.  I am now at 87% capacity and have not added anything since then.

I just don't understand why windows refuses to provide a decent picture program any more.

I was reading what PC Magazine had to say about Windows 10 photo editing.  Seems everyone hates it.  The good news is... the odds are Microsoft will eventually fix it.  Or not.
