No, it does not.

Go ahead and search pet finder anywhere and see how many declawed cats are on the list.  And these are only the ones who are SAVED.  These don't count the ones who have just been thrown out of a car window on a remote road, or already "euthanized" as unadoptable because of behavior problems directly related to the toe amputations.

What you see on pet finder is a drop in the bucket of cats whose homes were not saved by having their toes chopped off by unethical vets.

I was at a vet's office once and over heard the recpeptionist talking to a potential client about declawing.  I was surprised (I don't know why) and asker her, "Declaws are done here?"  She said, "Yes.  It beats having a shoe thrown at them." 

Hmmmm Mutilate their toes or throw a shoe at them.  Decisions, decisions, decisions.   Doh1

To ramble further...
Cats don't show pain.  Assume a declawed cat is showing no behavioral issues.  Or a behavioral problem is being blamed on something else.  A cat parent has no way of knowing (or suspecting) the cat is in pain.  No way of knowing if bone fragments were left behind, if there is any re-growth, etc.  That cat will live his/her ENTIRE life in pain.  Just because the cat parent doesn't know to what extent the cat is in pain, doesn't mean it isn't happening.
