This really needs to be stopped.  Susan at TAPF has listed some ways to contact this shelter and tell them what a terrible idea this is.

Someone good at search can probably find direct e mail contacts, maybe at the shelter website.? My internet is so slow since the "upgrade" it's impossible to search for anything.
