I had read that he wrote that song FOR Sinead O-Connor.  Her version is the one that I know.

Yes. He did, and she changed the 13 to a 15 when she sang it.

I don't know if she just didn't get the metaphorical "both good and bad" reference to "when you took your love away" or what. Maybe she's just really, really superstitious. Nevertheless, when he sang it, he sang it the way he originally wrote it.
