That would be my guess.  I have no idea if it is a real picture or if it was photo shopped.

I think it is a real picture, notice the one doggie in the center, he looks right at the kitty, and looks like he is "thinking" about chasing him. I think it's a real picture.
If you look at the reflection in the puddle; it shows the building, the dogs and the kitty fairly accurately.

My guess would also be that it is indeed a training ground....
